WHERE I COME FROM

Joel’s father was a lawyer and Joel’s mother is a physician. Joel’s parents with him and his sister emigrated from the Philippines in 1972. In 1976, they moved to North Quincy and later on to West Quincy. His mother was the Medical House Officer at the Long Island Hospital and Tewksbury Hospital, and a proud member of the MNA. Joel’s father was an attorney at the First National Bank of Boston.

Joel and his older sister attended Sacred Heart School. He is a parishioner at St. Mary’s. Later, Joel went to B.C. High. After earning his bachelor’s at Sarah Lawrence College, he earned a Master of Public Health from Boston University and a juris doctorate from the University of North Carolina at Chapel Hill.

Joel worked as a lawyer at the Massachusetts Department of Public Health. His focus was on elder abuse and neglect in nursing homes, and was a NAGE member. Currently, he practices union-side labor law at NAGE in Quincy. He represents NAGE members—federal and state employees—at arbitration and before other federal and state agencies.
